Considering this prompt made me listen to "Let it go" for about an hour on repeat (which made me want to rewatch the movie for nth time), I'll just second it...

This is quite late but just so you know... "founding" a city means, well, going out to a plot of land and building a city on it. Which would admittedly be quite the story re: Atlantis but doesn't seem to be what you're actually looking for.
