Instead of nations either being a huge secret or being totally open, everyone in a given country knows that they have a national personification. Only the leaders know about the others, and the whole business is used as an excuse for wars. "We have a magical/holy representation on our side, we can go conquer whoever we like" and shit. Depending on how you want to play it, the nations themselves may or may not know about each other, or may only know about their allies.
