Itacest or Gen, Boss very concerned over affectionate!Italies

Basically, the Italies get a boss (old, new, historical, vague, whatever) who decides that these Nations of his (or hers) are much too devoted, especially with each other (this does not have to be true). So, the boss goes all out trying to make them more 'respectable.' Ex: no clinging to each other, random long hugs, no sleeping in the same bed, etc. Maybe he thinks the Italies are 'too close' for just brothers, or fears that they will be perceived that way.

Romano, who is the most stubborn little shit when motivated correctly, ropes his little brother into undermining every rule this boss sets up. They sit in the same chair (but in such a way that they're not actually touching), make almost inappropriate noises while eating and staring at each other meaningfully. Either until the boss quits or can no longer run for office (or dies or stops, anon chooses).

I would like to note that the Italies from the start of the story are more touchy-feely than might be considered normal in Italy, not that they're being affectionate with each other at all is strange.

Bonus 1: The whole fiasco does end up turning their relationship from platonic to romantic.
Bonus 2: Several Nations actively help the Italies.
Bonus 3: The brothers end up doing something super public and doting, and while the boss freaks out, the public's reaction is more 'meh'.

I'll probably start this later tonight. One question, though. When it comes to the first bonus, do you want the brothers to start forming romantic feelings during the fiasco, or can they have secret (even from each other) feelings before it? Perhaps a reason they're so over-affectionate, even if they never crossed any real lines?
