There's a lot of fic out there where England doesn't know any French, but anon here thinks there are quite a few historical reasons why he would. As for France, his character notes state that he doesn't bother to remember English.

Francis and Arthur have been saving the world for years and have met when they were but solo heroes, after their marriage they decide to adopt two twins because of their "differences" (I wanted to make them alines of some sort but Anon doesn't have to) they show when in the orphanage.
As the two twins Alfred and Matthew grow up they are taught how to use their powers, and begin to go into the hero business like their parents.
Yet one thing just happens after another and Alfred finds himself falling hard for another guy *Ivan* in his school, turns out he's also the villain that has been taunting him in the city.

1.Ivan finding out about Alfred's identity when the hero saves him, by throwing himself in front of the other as a protective shield.
2. Alfred can fly! I just have a thing for him being able to fly!
