Human!Nation B is just a human. For some reason, they discover they are eligible for citizenship in Nation A. They visit Nation A's country to consider it. They catch the eye of the Nation-tan of Nation A and Nation A decides to win them over.
Optional, the national avatar literally seduces them.
Bonus: I got the idea from the commercial 'Waking Up Canadian', because Canada restored the citizenship of Canadians previously denied it (being born out of wedlock for instance, google Lost Canadians). So I'd love to see Nation!Canada + Human!America
