Seychelles is an African country, so yes, she would be black. That's like saying China isn't Asian for some reason, it doesn't make any sense. And I wouldn't use Deen's inept colour palette as basis for her skin colour as they also gave Turkey and Spain the same skin tone as the European nations. In her most recent appearances in the manga she's had dark skin, which is fitting because...again, she's an African country.
