OP has a headcanon that personifications of regions within a nation will exist if and only if there’s a strong enough national identity, for example, a separatist movement like in Scotland (for Arthur) or Quebec (for Matthew) but not in say, Vermont (for Alfred). That potentially makes these sub-national personifications inherently antagonistic, but I’d like to see nations interacting with this type of regional personification.
Bonus points if historical. :)

Not to mention the canon presence of both the various Chinese provinces and Japanese prefectures would imply that similar would apply for other countries (provinces for Canada, states for America, the various French regions which includes having already appeared in canon Picardy, etc).
