Silly, silly OP... You know those adorable cotton buds pics where one nation is lying with their head in someone's lap and having their ears cleaned?
Prussia loves having Germany clean his ears with those buds, so he bribes him into it whenever he gets the chance, even when he doesn't require cleaning at all. He usually proceeds to fall asleep on Germany's lap. Sometimes he even gets an erection. You can go wild, anons. That being said, please don't make Prussia a girly uke or something like that, he's just a manry, manry man with a certain predilection for having his ears scoured by those cotton buds.
