Nation A visits Russia for political/diplomatic reasons. Keen to be a good host, Russia keeps offering Nation A things to eat and drink - sandwiches, cake, vodka, tea, would A prefer something hot, it'll only take a minute. Nation A is too scared/polite to say no, and ends up stuffing him/herself.

Bonus 1: Nation A panics because s/he's far too full to get up, let alone run away, and now s/he's convinced that was Russia's plan all along.
