So Romania was a Nazi ally during WWII, but they were invaded by Germany anyhow, and had tons of food and resources taken without being paid for.
I'd like to see this as Germany sexually abusing Romania, and so when Russia invades and cuts off the nations from each other, he finds a battered and traumatized Romania.
Russia, despite his leaders' cruelty to Romania, does his best to be gentle and help him heal. He feels a strong connection to him due being reminded of his own past with Golden Horde/Mongolia.
