Going by his name and most of the fandom Romano's heart is Rome. So why is it then that the area of Italy pre-unification where Rome is "Northern" and under Feliciano. If we keep to cannon with only Feli and Lovi and ignore the how many regions Northern Italy was divided into. Did Austria force the issue of keeping Rome under his rule as a way of leverage over Spain? Maybe Romano gave his heart to his brother to watch over until they could be free and together again.
