American and England have a fight because America is pissed off at England being so tsundere all the time. America then somehow gets transported back to the past where he observes chibi!England. He sees that when he's not fighting off attempts at being conquered he's being bullied by his brothers, and lives a generally unhappy and rough existence with nobody to turn to for help or comfort.
America then realises it's why England is the way he is. Not just due to being a cut off island nation, but having had such a tough childhood. It makes America appreciate why England is so tsundere; how he's always had to look after himself and always felt alone (even when he actually does have people to turn to now).
When America gets back to the 21st century there's awkward apologies on both sides with the option of makeup sex (although the sex isn't not essensial). This is just a rough plot, feel free to change aspects of this if you need to.
Bonus: It's up to any potential fillers if America actually initiates contact with chibi!England or even saves him from invasions or stands up to his bullying brothers for him, and whether present day England finds out about/remembers it.
