Prior to the unfortunate opium business, England was in a relationship with China, which obviously ended in a horribly messy and bitter breakup. Later, when he befriends Japan, he decides to use him to hurt China - what's more fun than letting your ex know you're fucking his estranged little brother? Unfortunately for him, just as he finds himself developing real feelings for Japan, Japan finds out England had intended to use him, and is Not Pleased. Soap-opera-esque fun, yay!
