You know, for some silly reason, I didn't even think about that, but you're totally right. But at the same time, I could also see him not thinking about it right away, especially if Germany's not allowed to bring it up. Like it's one of the rules of geniedom that you can't speak of your own wishes to your master or something.
Also, just thought of this, but maybe we can give Italy more than the traditional 3 wishes in order to give them time to fall for each other. Five seems like a nice number.
Other than I add to second this, I think three wishes would be enough. Except for the heaps of pasta wish, Italy's a very content person so I couldn't see him being able to think of anything immediately to waste those three wishes so soon. Hell I could see Italy using his second wish to get to know genie!Germany better and thus learn that Germany wants to be free from that. You could just leave the number of wishes up to any potential fillers because the "traditional" number of wishes from a genie vary depending on what legend you use.
