Because even though he's really 200-300+ years old, he only looks 19. He must have had issues with people taking him seriously, amirite? It could be one of his bosses that he meets for the first time, but one of the less popular ones because they're more likely to pat him on the head and say, "Leave this to the grown ups, son." Or maybe he's in a relationship with England or France (would prefer France because of the larger age gap), and people around them wonder if America is old enough. Or any other scenario you can think of in which America has issues with looking too young. :)
