France, tired of England following after to America and ignoring his and the rest of Europe's opinons on the matter, decides that England should be closer to Europe than America. Naturally he ropes his fellow Europeans into the cause (besides if they brought England into the Eurozone -http://en.wikipedia.org/wiki/Eurozone-, it would be stronger wouldn't it Germany?). Cue the European countries each trying to sway England into forming tighter bonds with Europe than America (how they each 'persuade' him can be up to anon!).
Bonus 1: Italy tries to tempt him with Pasta, whilst Germany writes him a long 50 page document too confusing and long-worded for England (or anyone else!) to understand Bonus 2: France/Spain try to take this 'seduction' literally Bonus 3: America finds out... and the hero can NEVER say no to a competition

The Special Relationship they called it. The closest two ‘superpowers’ in the modern world, and not just that, in the history of the world, they said. They shared intelligence, were allies, lent economic help without question, they were the first to see the other’s new boss, and the first to offer help in times of crisis.
France’s lip curled disdainfully. It was, sickeningly sweet. Also very, very, annoying and a giant incontinence.
The problem was not that the United Kingdom and the United States were close, oh no, that was just merry it seemed to have relieved some of that massive UST that had been irritating France for neigh on a century. The problem was more that the closer they become, the less England needed to consult, form close alliances, be friendly with the rest of Europe. The tiny English channel was more than a physical distance, England and America had made it a political one as well. Actually it had always been one, but this ‘relationship’ of theirs had ignited a nightmarish storm within the political channel, making it neigh impossible to cross. Lest you felt like making an enemy of a superpower.
Simply, the closer England got to America (could they get closer without having at it in the closest closet – France did not quite know how they had even gotten to this point without it), the further away England got from Europe.
And as vexing as it was, Europe needed England to be part of it, economically, and politically it would simply make things easier rather than dealing with this half-in-half-out nonsense that had gone on for far too long.
It had nothing to do with the significant power England wielded tied so closely to the US. It had nothing to do with any ridiculous emotion felt by certain European nations as their neighbour (whom they warred with and against, who came to their rescue as often as plunged the dagger in, whom they had know through everything, known drunk, sober, poor, rich, power-hungry or defeated) drifted away.
As it had nothing to do with it, France did not bother the others with it at the European Union conference when he brought up his argument (England, not attending due to an American something-or-rather which was typical and ooh, a perfect point to bring up to the others).
In fact, France thought, his lips twisting into a smile, his argument had been rather perfect and now he got to end.
“Which is why, my dear fellow Europeans,” He spared a moment to smile flirtatiously around the room, (sadly, most didn’t react, choosing instead to stare at him with varying degrees of blandness or distaste), France swept a hand into the air, “we must woo England into choosing us over America!”
The silence that heralded his announcement was thick, broken only by Italy’s small: “Germannnyyyyy, what does woo mean?”
Then Europe did, what Europe did best. Argue.
