Yes, and not only that, but the more common ones are the fics narrated from, for example, England's pov, who thinks "It's not like he was able to understand any of the frog's language" or America who makes fun in his own mind about how gibberish French is (it's usually French the language being mocked, for some reason, I've never seen this with German or Spanish. Occasionally with Russian and Italian, though, I guess because of the influence in USA immigrants)

I cna understand them refusing to speak it claiming to be unable to understand it...but to say that to themselves...

... I totally think stuff like that when I hear French, even though I understand it. And yeah, you don't even have to guess where I'm from, do you? OTL

(I guess everybody needs someone to pretend to hate. XP)

Does he love me or not?", etc and continued with his worry until the end of the fic

Again, I really really wish this is the case. That's a (very) popular scene/plot happening in a lot of FrUK and America/Russia fics <strike>I suppose I could find some fics for example, but it's kind of like attacking the authors and this topic would be deleted for wanking reason</strike>

I can understand why America doesn't mock Spainish, but there seems to be more people speaking French than German/Italian in the US. I guess they just like mocking the French ^^.

Ah, well, in canon, France is very fluent in English, but on occasion REFUSES to speak it just to rile England up, and to be a dick. He'll pretend he doesn't understand a word. I'm sure England does the same to France.

But yeah, all the nations have had plenty of time to learn every other language in the world, and would have their citizens to draw upon regardless. It's a ridiculous notion that a nation wouldn't know another nation's language. (Oh god, ESPECIALLY England not knowing French, at the very least Old French, because he FREAKING SPOKE IT for a few hundred years. English was the "peasant's language" and all upper class, nobles, and royalty spoke French. That kind of bullshit has no excuse.)
