Finland hated how Russia showed up at private meetings like he owned the place. He never knocked, just walked in, stole someone's chair and watched with that distant smile.
"I don't like that person," Russia said while still smiling innocently as they discussed a rising politician. Everyone fell over themselves to agree with him and Finland clenched his fists. But he couldn't blame them for being afraid of Russia. Being stalked by the pretty much immortal anthropomorphic personification of the Soviet Union was bad enough when you were a nation yourself, citizens had very good reasons to beware.
Russia was insane but he seemed to have some affection for Finland's boss, Finland had heard the two of them had meetings he was not invited to and discussed god knows what. It was upsetting but Russia going back to Moscow and complaining to his bosses about their lack of cooperation would be worse. Perhaps the boss just did what he felt he had to.
It made him sick with anger to think of how he was grouped with the losing side and had to pay Russia and apologize because Russia failed to invade them entirely and they wanted their own territory back. Finland always kind of liked Germany the person but the crazy of his government was obvious (Finland had learned about the concept untermensch from Sweden and had hit him in the head with the report) and he done his best to distance himself from that even if they had some common goals. Now Germany was beaten and held responsible for what he had done. While Russia won and got away with it.
Finland hand ran over the knife in his pocket and he took a deep breath, forcing himself to calm down. If Russia planned to try to coup a feel in public again he was going to get stabbed. Perhaps it wouldn't be the smartest thing to do but he had to make sure Russia remembered that Finland was not his bitch. No matter how much they had bended over for him lately.
When the room was emptied of humans and locked from the inside Finland allowed Russia to feel him up a little. It was easiest that way.
"I respect your efforts in the war, believe me, I really do. I never expected that level of commitment from you and your people. But I would not invade in the winter again and I would not come unprepared thinking you would just crumble. No, I have taken the other countries around me and adding you would be little trouble."
"I will not let you annex me," Finland hissed.
"It is not a question of 'letting'. I am sure your ex would be livid, America would threaten me and there would be endless boring summits where everyone told me I couldn't do this. But I can and I would if I wanted to, all they ever do is talk and talk. They will not interfere because they are afraid of me and my weapons and my children."
Russia was right, that was the worst thing.
"Do you know why I don't?" Russia asked with a smug smile Finland hated so much that he wanted to stab him. The urge was rising when Russia's hands traveled down his back.
"Because I crawl enough anyway,” Finland said, not without bitterness.
Because his boss insisted on a very careful approach against Soviet, not because he is afraid of Russia Finland remanded himself and felt a hint of inappropriate disdain for the leader who just wanted to keep his countrymen safe. The Finno-Soviet Pact of Friendship, Cooperation, and Mutual Assistance was probably the best of bad alternatives.
Finland's relationship with Russia had always been complicated. Invasions, threats, gifts and unexpected favors exchanged each other but if there was one thing Finland was certain of it was that he would not let Russia drag him back into his house again. Sweden never had as much respect for him when he was the master but Sweden never possessed Russia's cruelty either. Finland thought things with Russia could work out when he elevated Finish to an official language, it was a kindness Sweden had never given him.
Later Finland realized that was where he went wrong. Independence and his own language was not negotiable and not a favor for someone else to hand him. He was not Swedish anymore and he didn't want to be Russian. It was time to be Finish. Sweden respected that in the end and that was why Finland still spent a lot of time in his house and by his side, not as a minion anymore but as an equal.
The next time Russia showed up he brought Latvia with him. He put his arms around Latvia in a fake display of comradeship and the little nation began to tremble even worse. Russia smiled brightly and Finland got the warning, "I could easily reduce you this this as well".
Finland offered them coffee and cake, mostly because he suspected Latvia could need something to drink to not pass out of terror. He would rather hand Russia rat poison than cake if it was his own choice.
Russia was even more smug than usual and the reason soon became clear.
"All the pieces for a communist coup are in place, if I would only give it my blessing," Russia said and Finland grew cold. So the groveling he has done this far wasn't enough.
“Please,” Finland said out of desperation. The sadistic look in Russia's eyes said everything. Some serious begging would need to be done. Finland hated both Russia and himself as he sank to his hands and knees and said please again.
“Show me how dedicated you and your government are to cooperating with Soviet,” Russia said.
Latvia made a small choking sound behind them. Finland wondered how many times the kid had to watch scenes like this, wondered if it would have been better if Sweden could have kept them instead or if power truly corrupted and a superpower Sweden would have been just as bad.
Even if Russia wasn't nearly as insane back when Finland was under his control the last time he still learned a lot about what kind of submission the powerful nation expected. Finland lowered his head and kissed Russia's disgusting dirty boots. He thought about Russia's face as he was forced to negotiate instead of taking over, of how Russia's weakness caused Germany to turn on him just as he deserved.
“A good start,” Russia happily said above him.
Finland swallowed down the bile that threatened to rise and began to lick. Russia made a happy noise and Finland tried to think about anything but the taste in his mouth and the humiliation that made his cheeks burn. Russia would never rule the world no matter how powerful he thought the Soviet Union was because he kept underestimate his opponents and how much independence was worth to them. Even if he could make anyone bow down with enough force didn't mean they would stay down as soon as he turned his back.
“I can see you are really sorry comrade,” Russia said. “You can keep your government.”
Russia allowed Finland to join the United Nation, which pleased his government. To his surprise Russia also returned Porkkala he previous had taken without any coxing whatsoever. He must be really happy with how good Finland's countrymen were at censoring themselves to not offend him.
When the United Nations condemned Russia's actions against Hungary Finland left his vote blank without even having been asked to. What was the point? Russia never listened anyway.
Still, Finland kept his liberal democracy and he gave the finger to the nations who held a betting pool on when rather than if he was going to fall to communism.
Russia's eyes could never be everywhere and Finland worked against him in small ways and it helped him feel he was still not Russia's in all but name.
It wouldn't matter if the Soviet Union lasted for a thousand years Finland thought. He was going to outlast them and he would get the last laugh. They would see, just like Sweden had. The Finish were a sturdy people and in time this too would pass, leaving them no worse or better off than anything else.
