One of the reasons is that Sycorax covets beautiful things and powerful magic, and she either tries to make them serve her or kills them. She tried to take Jorougumo's power, and failed; she also tried to bewitch Arthur. When she failed, she had Alfred try to kill him.
A lesser reason is that Sycorax was evil in the play, and basically imprisoned Ariel for no good reason because he couldn't carry out one of her orders. So she's not the most stable of villains.
