Uh, well, since you asked author anon, I don't think it's fail, but the pace seems to be a bit fast, the fight could have probably been longer and while France is taller, he and England are more or less the same size so I'm not sure how he managed to scoop Arthur up there -- also maybe a little more introspection on France's part to hit the angst kink? I don't know. I'm guessing that with a title like 'Sad Francis is Sad' that you don't plan on a happy ending, which sounds about right.
