I really appreciate you not demonizing anyone: that's often what bothers me most in otherwise great fics. And don't worry, I can understand Arthur's point of view. Easily, even. And in some aspects he might be right... At least superficially it would be better for Lovi to grow up with his brother, in a household that can afford to have him. Whether it's really for the best is a hard question. Though, obviously Antonio should have the right to see him at least! And he to see Antonio too. And, you know, Antonio not to be falsely accused.
As for taking Francis' kids... I can understand that too. Definitely not approve of, but understand; yes.
Poor Gilbert. He is helping a lot even though he might feel like he can't do anything. Their friendship really is awesome. And I love you for adding in the realism of the problems of having albinism.
