Russia headcannon: I actually see him as being pretty empathic-- doesn't he seem weirdly sensitive sometimes? He really does want people to be happy. He just has NO IDEA how to make that happen (and as such tends to hurt a lot of people instead [USSR in a nutshell?]) Except in bed, he does know what to do, so he's really good at adapting to what the people around him want. England wants big and safe, he's big and safe; Prussia wants dominating, he's dominating. The reason he comes off as so bipolar here is that he's trying to adjust to two different people (oh man, the Entente...) The pain thing he just mixes in where he feels like it, because he's such a masochist himself.

America and Europe: OH MAN YES. We have this kind of weird infatuation with you guys, but culturally you do all this weird backwards stuff... all of this riding bicycles and going to the beach naked and not shaving your armpits nonsense xDD. I always picture America, when he hangs out in Europe, having NO idea how much historical tension there is under the surface (because Europe's kinda all the same, right?), and innocently saying all these really infuriating things... [note: just writing ABOUT America, I had to edit out the word "stuff" about six times]
I'm totally with you about France being Normandy being good for their relationship! "Good" in the making it way more angsty and fun for us way. But Aquitaine and Toulouse would be so pissed if we let Normandy have all the fun xD. My headcannon tends to be that France during that period was still a motsly-landless teenager; he was emerging because the idea of a unified France had started to take root in people's minds, but he was still kind of being pushed around by his vassal states (although I can totally see him being insufferably smug to England about the whole Norman thing, since England was technically part of his kingdom at that point)
Yes, I definitely see Gallia as past-France, Hispania as past-Spain, Lusitania as past-Portugal (I like the imagine Galicia as a different entity from both of them, because OMG THE FEMSLASH), Germania as past-Germany, etc... Even though I know the borders changed and stuff over the years, all of these nations owe their current borders/senses of identity to Rome, it seems to me.
England and becoming a nation: My current thought is that he came into existence around the beginning of the tenth century, because that's when the first attempts at unification took place (although he probably holds memories from Britannia and all of the Seven Kingdoms). But he wasn't really taken seriously by the Kingdoms until after the Norman invasion, so between that and the Plantagenets, he really does owe his existence to France!
EU: Omg, I want your headcannon! I love this Europa idea-- I'm sure she just pisses the hell out of England on so many levels xDDD.
Beta-itude: So, the thing is, I'm a biology major! Everything I know about history outside of Latin America comes from Wikipedia xD (I'm sketchy on politics, too: like, I wrote this one fic with an Ireland!OC, but I mis-scanned the wiki article and didn't realize she should have been part of the EU ><). I also have only ever seen the anime, and only once, so there's a lot of stuff I don't remember (Um, who's Chibirisu?). So! I'm generally pretty good about checking my own grammar and spelling, but if you ever had some free time and wanted to fact-check me, I'd be super super grateful <3.
Empire!porn: I see where you're going with Portugal and Spain-- but, I think making her a girl would give that whole Declining Empire thing a whole bunch of extra weight given the societal view on women at the time... Hetalia fanfic addresses sexism!
