I read an everyone->Germany doujin once where Prussia gets upset to the point of physical aggression over France and Austria trying to get even a small bit of Germany's attention, but can't bring himself to make a move against Italy when Italy starts getting clingy.
So, basically, that's what I want (only without the Germancest). Prussia wants some quality time with his baby brother, not that he'll say so in so many words, and gives anyone who interrupts that quality time the boot. Anyone, that is, except Italy, who he just adores too much to toss out or tell off.
Bonus: Romano-- who is around because he's also looking for quality brother time, though he's even less inclined than Prussia to admit it-- is the one other exception to Prussia's "everybody go away" decree.
Double bonus: Italy actually manages to read the atmosphere and leaves the brothers to their day together. Whether he also catches on to Romano's desire to spend time with him is up to you.
