Nation A is having nightmares, and so is just trying not to sleep. Nation B finds out and offers to stay up all night to wake Nation A if they start having a bad dream. Nation B also happens to find sleeping people adorable. Fluff ensues. Sex does NOT, please. Relationship between nations may be friends, rivals, lovers, siblings, anything.
OP honestly cannot think of anything to say on suggested pairings other than don't mess with GerIta. However, this does not mean you couldn't have, say, Prussia staying up for Italy and having a one-sided crush, or Italy staying up for Romano, etc. But that doesn't mean GerIta needs to be in the story at all, either. Really, any (non-incest) pair (or group like the Bad Touch Trio or Fail Brothers Trio, etc.) will do. Just make me squee, anons.
