Usually when i come across the empire on this meme he's portrayed as such, too- as a callous, depraved institution. but hetalia isn't about crimes, it's a humour comic that presents contries as good natured but hilariously incompetent and misguided, right?
so, i need more imperial britain like that. i don't know, maybe he wanted to make money and outdo his European competitors, and maybe sail around the world in 80 days. And drink good tea. Now he has more brats than he can handle and a wife who occasionally tries to kill him in his sleep, and he is kind of terrified, overwhelmed, and wondering how he managed any of it. But he has a big bad empire image to maintain?

Bonus: if you don't mind writing ocs, include scotland and ireland and wales. as in, they work as a (fail)team. because they did have a representative parliament and it's not like the people of those countries just stayed at home the whole time- example, someone once told me that the british troups sent to help canada in 1812 were the Scottish division and at one point half the colonies were governed by irishmen.
