...umm... well I think there's no real difference, these words can be translated only in one way: "Tervetuloa Suomeen".
But it also can be "Olet tervetullut Suomeen", which sounds a bit more like an threatment, if you think of the picture. It's translated "You're welcome to come to Finland".
